This Legion of Merit medal is not awarded for heroism, but rather service and achievement while performing duties in a key position of responsibility and demonstrating exeptionally meritorious conduct. It may be presented to foreign personnel, but is not authorized for presentation to civilian personnel. 
 
There are only two military medals that can be worn in nect order- the Legion of Merit and the Medal of Honor.
