The Legion of Merit is not awarded for heroism, but rather service and achievement while performing duties in a key position of responsibility. It is awarded for exceptionally meritorious conduct in the performance of outstanding achievements and services, and  may be presented to foreign personnel, but is not authorized for presentation to civilian personnel. 
 
The Legion of Merit is one of two medals can can be worn in neck order, the other beint the medal of Honor.
